Municipal Planning

KMA represents municipalities, their planning board, and/or their zoning board of adjustment. We work closely with municipal clients to identify development, redevelopment and preservation goals and how land use policies and procedures can best meet these goals. We provide municipal clients with a range of services including development application review, affordable housing planning, ordinance preparation and revision, master planning, sustainability and open space and farmland preservation planning.


affordable housing

KMA has significant experience in the affordable housing realm, with Jim and Beth having authored dozens of housing plans for municipalities large and small. We seek creative solutions to fulfilling affordable housing obligations in ways that complement the character of a municipalities assist in meeting other development and/or infrastructure goals.  Additionally, we advise the Judiciary as Court-appointed Special Masters in several vicinages in the State, managing the mediation and settlement of approximately 45 declaratory judgment actions.


Private Planning & Testimony

We provide application guidance and planning testimony in support of development applications, including but not limited site plan and subdivision, “d” or “use” variances, and “c” or “bulk” variances. Our extensive knowledge of the proceedings and case law allow us to provide clients with comprehensive support for their proposal. Our expertise in community and fiscal impact, conceptual planning and visualization and GIS mapping and analysis can be used to support the application and professional testimony.


GIS Mapping & Analysis

KMA provides GIS mapping and analysis to assist municipalities and developers understand the characteristics of a site, municipality, and/or region. This mapping and analysis can address environmental conditions, transportation networks, lot sizes and characteristics, zoning, development intensity and more. GIS mapping may also be used to amend or replace municipal zoning maps.

We have a deep understanding of the applicable statutes and case law impacting redevelopment area designation and plan preparation. Jim and Beth have authored more than two dozen such redevelopment documents. Each document includes careful analysis of the site conditions, neighborhood, and existing planning policies to understand how redevelopment aspirations can be best achieved.


Wireless Telecommunications

We provide planning testimony and photo simulation production to support wireless telecommunications facilities, including upgrades, tower reconstructions and extensions and raw land builds. Our extensive knowledge of the industry and use variance and case law considerations unique to New Jersey provide clients with reassurance that their needs are being met.


Sustainability

KMA understands the impact on the environment buildings and infrastructure has and understands what options municipalities and developers have in reducing that environmental footprint. This understanding includes topics such as energy conservation, water conservation, green infrastructure, and “green building”. We also understand the practical and legal challenges and opportunities to implementing sustainable development standards and can guide clients accordingly. Beth has authored several sustainability master plan elements.


Community & Fiscal Impact

We provide community and fiscal impact analysis to assist municipalities and developers understand the impacts of development. This analysis may include, but is not limited to, population and demographic changes, school impact, facilities impact, fiscal impact and historic and archaeological impact.


Conceptual Planning & Visualization

With extensive experience in spatial and physical planning, KMA can provide quick concepts for a variety of projects from greenfield development to redevelopment. This can include modeling and massing studies to complement paper plans.
